Eleven companies have attempted to prequalify for an ongoing process to farm
into seven onshore clusters operated by Mexico’s state-held Pemex. The interest in

process in October. Mexico’s Energy Secretary told an industry conference that Pemex
would be allowed to decide for itself whether it proceeds with the farm-outs.
